Board Structure
Policy
Under law, ESDs are governed by a board of directors consisting of seven citizens who are elected by the school board members in the region's 30 public school districts. The board members represent geographic director districts based on U.S. Census data. The ESD board is responsible for policy and governance of ESD 112 and for providing direction to the superintendent who is advised by local school district superintendents.
Accountability is exceptionally strong at ESD 112. As authorized by statute, ESDs are directed to be as responsive to local educational needs as possible.
Superintendent's Executive Council:
Nine superintendents throughout the region sit on the Superintendent's Executive Advisory Council. The Council provides guidance on needed services and ESD programs. The superintendents regularly evaluate how well the ESD is meeting district needs.
There are additional advisory committees for all major programs and services offered by ESD 112. These committees are chosen by the school district superintendents themselves. The function of these committees is to provide consistent guidance and oversight to the programs and offer feedback about the quality of services.

Ann Campbell
Elected to the board in January 1995, Ann currently serves as Board President. She and her husband, Walt, recently sold their General Store in Glenwood and relocated down the road to Home Valley. Ann continues to represent Camas, Centerville, part of Evergreen, Glenwood, Klickitat, Lyle, Mill A, Mt. Pleasant, Roosevelt, Skamania, Stevenson-Carson, Trout Lake, Washougal, White Salmon Valley and Wishram districts. Past president of the Association of Educational Service Districts (AESD), Ann is particularly interested in rural schools. Ann is active in her church and the General Federation of Women's Clubs. Aside from her civic involvement, Ann has four children still living at home, and their activities and schooling keep her hopping.
Bill Baumann
Bill joined ESD 112's Board of Directors in January 2002. He represents Ridgefield and part of Vancouver school districts. In addition, Bill serves as legislative representative on behalf of the ESD 112 Board and Vice-President to the Association of Educational Service Districts (AESD) Executive Board. Baumann is also a board representative and current president for Children Northwest, which supports the Southwest Washington Child Care Consortium (SWCCC). Baumann's children attended the SWCCC center in Ridgefield. He lives in Ridgefield with his wife and two children. Bill enjoys all things outdoors including gardening, taking long walks, and clam digging at the beach.
Ken Botero
Ken Botero, a former Longview School Board member and retired maintenance supervisor for the Longview Fiber Company, joined ESD 112's Board in February 2005. Botero represents the Cowlitz County region of the Longview School District and a portion of the Kelso School District. Botero is also serving his second term on the Board of Directors for the SW Workforce Development Council representing Cowlitz County and as the chair for strategic planning for the Pacific Northwest District of the Kiwanis. Ken was elected in 2007 to serve as a Cowlitz County Commissioner which means his already busy schedule has just become busier. To top it off, Ken is involved with local sports and is referee for community baseball leagues and finds that since retirement, 'Everyday is Sunday!'
Dr. Richard Graham
Dr. Graham has served ESD 112 since 1997, and was Board President from 2006 to 2007. He is a retired optometrist representing Castle Rock, Green Mountain, Kalama, part of Kelso, Naselle-Grays River Valley, La Center, Ocean Beach, Toutle Lake, Wahkiakum and Woodland school districts. A long-time advocate for children, Dr. Graham’s support extends beyond the borders with his volunteer work in "Casa de Elizabeth A.C." an orphanage in Mexico. In addition to Mexico, he and his wife, Margaret love to travel both here and abroad.
Marilyn Koenninger
Marilyn began on the Board in 1988 and served as its President from 2003 to 2006. A resident of Vancouver, Marilyn represents District 5, which covers part of Vancouver School District. She is a board representative to Children Northwest, where she serves as past President. Marilyn is an active supporter of several community organizations and keeps abreast of issues that face the city and county as well as school districts in general. Marilyn and her husband, Tom, are avid travelers spending time at their home on the Oregon coast, and as much time as possible in exploring British Columbia, Canada.
Darlene Stickel
Darlene was elected in 1998, and currently serves as Board Vice-President. A Clark County resident since 1971, Darlene "De" works at Hewlett-Packard. She represents District 6, which covers most of Evergreen School District. De is also active with the Clark County Skills Center and serves as Chairperson of the General Advisory Committee. De is an avid sportswoman and has been active in local soccer leagues for many years. She currently serves as a referee to community soccer leagues and sees no end in sight.
Steve Wrightson
Steve has served on the Board since September 2004. He is Fire Chief of Clark County District 3, a position he has held since 1989. Wrightson and his wife live in Hockinson and are very involved in the community. Two of their three daughters currently attend Hockinson schools and Wrightson serves on the Hockinson Schools Instructional Materials Committee. He represents Battle Ground, part of Evergreen and Hockinson school districts in the ESD Region.
