ESD Cabinet Bio: Karen Schwartzrock
Karen Schwartzrock, Director, Human Resources
Karen Schwartzrock joined the ESD staff in 2005. Prior to the ESD, Karen worked as Assistant Director of Human Resources for Portland Public Schools for five years. Her professional experience includes working as a Human Resources and Organizational Consultant to school districts, educational organizations, and professional associations and working as an Instructor of Administrative Licensure Programs at University of Oregon.
Karen is responsible for Human Resources programs including Certification, Clock Hour Transcript, Credit Counting / Experience, Fingerprinting, Personnel Technical Assistance, and Superintendent Searches. She is responsible for managing the recruitment, hiring, and retention, compensation and benefits of ESD employees.
Karen earned a doctorate in Educational Policy and Management and Masters in Public Policy and Management from University of Oregon and a Bachelor of Arts in History from University of California at Davis.
She is a member of the American Educational Research Association, Education Law Association and Society for Human Resources Management.
