ESD Cabinet Bio: Loy Dale
Loy Dale, Executive Director, School and Agency Operations
Loy Dale joined the ESD staff over nine years ago. He has more than 23 years experience in insurance. Prior to ESD 112, Loy worked at Puget Sound ESD for six years. In addition, he has worked in multi-line claims management for several insurance companies.
Loy is currently responsible for Insurance Programs which include the Risk Cooperative, Workers' Compensation Trust, Unemployment Compensation Pool, and Health Care Purchasing Cooperative. He also oversees the Specialized Transportation Cooperative, Regional Transportation Coordinator, and Traffic Safety Education program. These programs have a combined budget of $7.5 million.
In addition he serves as legislative liaison, agency spokesperson, and handles citizen complaints.
Loy received his Bachelor of Science Degree from the University of Oregon.
