Formulation of Policies
The Educational Service District 112, hereinafter known as the ESD, Board of Directors reserves to itself the function of making policy and of providing guides for discretionary action of those to whom it delegates authority.
The formulation and adoption of policies shall constitute a method by which the Board of Directors shall exercise its leadership in the operation of the ESD. The study and evaluation of reports concerning the execution of its written policies shall constitute a method by which the Board shall exercise its control over the operation of the system.
The formal adoption of policies shall be recorded in the minutes of the Board. Those statements so adopted and recorded shall be regarded as official Board policy.
Formulation of Administrative Regulations
The Superintendent is responsible for specifying required actions and designing the detailed arrangements for administration of the ESD according to the written policies of the Board, and under which the district will be operated. These rules and these detailed arrangements shall constitute the administrative regulations governing the ESD and shall be presented to the Board of Directors for periodic review and approval.
