BIDS DUE
Educational Service District 112, Vancouver, Washington will receive sealed bids in writing until February 3, 2005, at 5:00 p.m. at the District Office, for instructional technologies. Bids will be opened and read aloud to all who attend the bid opening, which will take place on February 8 at 10:00 a.m. at ESD 112.
Bids received after the time fixed for opening will not be considered.
This Call for Bids has been posted on ESD 112's website. Bidders may download bid specifications, forms and other information about the call for bids from the website at the following address:

Cooperative Purchase: This bid and contract is anticipated for use by other government agencies, specifically, school districts, independent schools, state schools and institutions, educational service districts, colleges and universities, and the Office of the Superintendent of Public Instruction, all in the State of Washington. ESD 112 has entered or will in the future enter into interlocal purchasing agreements pursuant to Chapter 39.34 RCW with such other governmental agencies. These purchasing agreements allow such other governmental agencies to make purchases at ESD 112's accepted bid price. By submitting a bid, the bidder agrees to make the same bid terms and price available to other such governmental agencies. ESD 112 will in no way whatsoever incur any liability in relation to the specifications, delivery, payment, or any other aspect of purchases by such agencies.
No bidder may withdraw his/her bid after the hour set for the opening thereof, or thereafter, before award of the Contract, unless award is delayed for a period exceeding thirty (30) days from the bid opening date.
The Owner reserves the right to reject any or all bids, and to accept only such bids as may be to the Owner's best interests.

Additional Information Regarding the 2005 Instructional Technology Bid
- Only bids from resellers will be acceptable.
- No "B" stock or refurbished products may be bid.
- Bid price must include a 3% administrative fee to Washington ESD's. For schools and colleges from Washington that are making purchases, vendor must split administrative fees 50/50 between regional ESD as per sales in its region, and ESD 112 as the administrator of the bid, and send each portion of the rebate to the correct ESD.
- Price must include cost of shipping and handling to all Washington locations. All equipment must be delivered directly to the educational organizations making the purchases. Equipment must be delivered to destination within four weeks of purchase.
- Prices quoted should not include Washington State Sales Tax.
- Bidders must submit pricing in the attached Owner's Bid Form.
- Vendor must be able to provide local support and training upon request.
- Vendor must provide a website that includes: (1) a link to the product's website; (2) the contract listing with ordering instructions and other pertinent information, and (3) automatic order tracking.
- As a part of this proposal, vendor must have been in business a minimum of three years, and must provide three references from educational institutions in the Pacific Northwest with evidence of the company's ability to carry out the terms of the contract on a bid of this scale.
- ESD 112 reserves the right to adjust the approximate quantity of stated number of items downward by up to 20% and vendor agrees to supply adjusted quantity at quoted unit price.
- Vendor must receive and track purchase orders from individual school districts, as well as their regional Educational Service District, as per a list of pre-signed districts. District list will be provided upon selection of vendor.
- Vendor must provide ESD 112 with automated usage reports on a quarterly or as-need basis.
- Vendor agrees to hold quoted prices firm until August 31, 2005. If the product's manufacturer has a price drop, the winning bidder must alert ESD 112 to determine the course of action. If the product is replaced during the bid period, the winning bidder must agree to provide the replacement product or better alternative at the current bid price or better.
- ESD 112 reserves the right to extend the bid past the August 31, 2005 date as long as pricing is still accurate, based on manufacturer's current price list. Vendors must be current on the rebates to the ESD's at that time.
- Bids must be received at the ESD 112, 2500 NE 65th Avenue, Vancouver, WA 98661 by 5:00 p.m. on February 3, 2005. Bids received after this date and time will not be considered. Submit bids in a sealed envelope marked "DO NOT OPEN: 2005 Instructional Technology Consortium Bid, Attention Debbie Tschirgi." Bids will be opened and publicly read on February 8, 2005 at 10:00 a.m. at E.S.D. 112.
- Selection of vendor will be based on price, articulated ability in the proposal to meet all bid specs listed in this RFP, evidence of past performance with schools and/or districts in Washington, and value added products and/or services at no additional cost or to discounts to the purchaser. The omission of any bid spec from the bidder's proposal may result in the proposal's elimination from consideration. Breakdown of bid score is as follows:
