Allen joins ESD 112 to offer legal expertise
Attorney Marnie Allen joined ESD 112 in January, bringing expertise in the area of municipal, land use and real
estate law. Allen provides land use, facility planning, general municipal and public policy advice to school districts. She prepares capital facility plans and calculates school impact fees, works with school districts and local governments on the preparation and adoption of coordinated facility land use plans, and assists districts in land use permit proceedings before local governments, hearings officers and state trial and appellate courts.
Allen has a broad range of legal experience—most recently, operating her own firm. Prior to that, she was a partner in a full-service international firm, where she provided legal advice to government clients, including cities, school districts, fire districts and housing authorities. She has served as the Troutdale City Attorney for more than eight years. Prior to that, she served as Assistant City Attorney for Vancouver and an Assistant Attorney General in the Washington Attorney Generals Office.
Allen is a member of the Oregon and Washington State Bar Associations, the Clark County Bar Association, the American Bar Association, Local and State Government Law Association and the National Council of School Attorneys.
