The STEPS Model Components

Work at state and local levels revolves around four areas or components identified by Project STEPS as critical in transition systems development:

Administration - Interagency Coordination & Policy Development

The administrative component includes both getting the job done (process) and getting along with others (interagency coordination). It creates the atmosphere of cooperation needed for transition and coordinates the other three components.

Family Involvement

Family involvement is a key factor for the successful transition of young children from one agency or system to another. Increased ability of families to be actively and effectively involved and facilitation of early linkages are both goals of the STEPS Model.

Child Preparation

Child Preparation is a key element of transition. The STEPS demonstration project developed the Helpful Entry Level Skills Checklist and Instructional Strategies Manual as tools to assist.

Staff Development

Staff Development, the skills and information needed for transition, may vary in terms of specific content required by staff - from teaching or therapist level to administrative level or from sending to receiving agency.
