Purchasing Program

General Purchasing

ESD 112’s purchasing program manages competitive bids and proposals, and co-operative purchasing, solicited on behalf of ESD 112 and eligible purchasers, such as K-12 public and private schools, colleges and universities, regional service agencies and state departments of education.

The purchasing mission of ESD112 is to increase the purchasing power of the eligible purchasers to facilitate very competitive pricing through a centralized procurement process.

Public Works

Purchasing also manages public works bids for ESD 112 utilizing the small works roster and formal competitive bidding. For more information please click the Public Works header tab above.

Our Process

As a political subdivision of the State of Washington, ESD 112 is subject to procurement requirements set forth under RCW 28A.335.190. Additionally, as a recipient of Federal funding, ESD 112 is subject to procurement provisions set forth under Uniform Grant Guidance found in 2 CFR 200.318-326.

Purchase decisions are to be executed to provide fair opportunity to vendors to do business with ESD 112 while achieving the overall goal of executing the most efficient use of funds for ESD 112.

Public Works

Public Works

“Public work”, as defined by RCW 39.04-010, means all work, construction, alteration, repair, or improvement other than ordinary maintenance, executed at the cost of the state or of any municipality, or which is by law a lien or charge on any property therein. All public works, including maintenance when performed by contract shall comply with prevailing wage (see below). In lieu of other procedures to award contracts for such work, with an estimated cost of three hundred thousand dollars or less, the small works roster (see below) process may be used.

Prevailing Wage

In accordance with Washington State RCW 39.04.010, RCW 39.12.010, RCW 39.12.020, and WAC 296-127, Contractors and Sub-Contractors shall be required to pay workers the Prevailing Wage rates prescribed by the Washington State Department of Labor and Industries.

After award of Proposal, the successful Contractor shall prepare and file all forms relating to bonding, insurance, prevailing wages, and any other requirements of public works Contracts with ESD 112 and the state within required timeliness. The Washington State Department of Labor and Industries current schedule of Prevailing Wage Rates can be found on their website.

This rate schedule applies to any work performed under this Proposal and is part of the Contract requirements. Please obtain Prevailing Wage forms from the Washington State Department of Labor and Industries. This will ensure that current Labor and Industries forms are utilized.
