About the Rural CTE Cooperative

The SW WA Rural CTE Cooperative is a transformative initiative designed to ensure that students in rural communities have access to high-quality Career and Technical Education (CTE) programs. By bridging gaps in funding, staffing, and course availability, we provide students with industry-aligned skills, dual-credit opportunities, and career pathways that prepare them for future success.

Since launching in 2023, the Cooperative has expanded its offerings from a single Computer Science and Careers in Education course to four career clusters selected specifically for alignment to labor market forecasts and for the feasibility of teaching content virtually. We launched the 2025-26 school year with Ocean Beach School District as our Enrollment and Reporting Partner with four CTE graduation pathways.

Forecasting for the 2026-2027 school year is open now, with fifteen classes available for student selection.

Developed with employer guidance, our courses align with workforce standards and provide dual credit for high school and college. ESD 112 supports counselors and students in navigating dual credit transcription with partner colleges and universities.

We tailor our course offerings to meet the needs of students, school districts, and local employers. We ensure that courses lead to either an industry-recognized credential or dual credit (though some have both), accelerating students’ postsecondary transition to college or careers.

Rural CTE Courses

Our courses go beyond basic online learning with interactive, real-time instruction from highly qualified teachers with industry experience. Students engage in career exploration, gain hands-on experience, and have the opportunity to participate in a Career Technical Student Organization (CTSO), enriching their learning experience. This year, we are excited to pilot SkillsUSA, a nationally recognized CTSO that fosters hands-on learning, leadership development, and career readiness, equipping students with the skills needed for success in the workforce.

Information Technology Courses

This course develops expertise in using essential computer software applications for data input, organization, storage, retrieval, and transformation. Students will gain hands-on experience with word processing, spreadsheets, database design, presentation software, and more. The course may provide the opportunity to earn an industry-recognized certification, such as the Microsoft Office Specialist (MOS) certification, validating students’ technical skills for college and career readiness.

Business Communications is a course designed to develop students’ effective verbal, non-verbal, written, and electronic 21st Century business communication skills. This course develops skills in multiple methods of communications, including social media, as well as electronic publishing, design, layout, composition, and video conferencing. Upon completion of this course, proficient students will be able to demonstrate successful styles and methods for professional business communications using the proper tools to deliver effective publications and presentations.

An introductory computer science course that requires no previous experience. You will be introduced to the foundational concepts of computer science and explore the impact computing and technology have on our society. The course covers a broad range of foundational topics including: programming, algorithms, the Internet, big data, digital privacy and security, and the societal impacts of computing. This course is part of a CTE Business & Marketing and Information Technology Pathway. This is a dual credit class, you will have the opportunity to earn up to five college credits. Students are encouraged to participate in Future Business Leaders of America (FBLA) or SkillsUSA, a student club and organization.

A program that focuses on computer theory, computing problems and solutions, and the design of computer systems and user interfaces from a scientific perspective. This program offers an introductory approach to computer science education as it relates to artificial intelligence literacy by blending theoretical foundations with practical applications. It covers computational science principles, digital and media literacy, programming, and diverse applications while thoughtfully integrating multiple levels of artificial intelligence application and theory. The curriculum maintains a strong connection to civic education, critical thinking, and responsible technology use, creating a balanced approach that emphasizes both technical understanding and ethical responsibility. Aligning with Washington state Civics Education standards, government and public policy, the program emphasizes digital citizenship, critical evaluation of information, problem-solving, and collaboration. Each unit addresses multiple technological standards, supporting students in developing essential digital skills while exploring AI concepts in a framework that prepares them for responsible engagement with emerging technologies.

This course provides students with the knowledge, skills, and practices required for careers in early childhood education. Students will learn how to plan, design, and manage childcare programs that support children’s developmental needs and provide safe, engaging learning environments.

In Careers in Education students learn the knowledge, skills, and practices required for careers in education. The course focuses on the general theory and practice of learning and teaching; the basic principles of educational psychology; the art of teaching; the planning and administration of educational activities; and the social foundations of education. In addition standards and competencies from the Early Childhood, Education and Services and the Family and Community Services sections of the Family and Consumer Sciences National Standards are attained by students, preparing them for the beginning levels of a variety of human service careers.

In Consumer and Family Resources, students will learn to evaluate management practices related to human, economic, and environmental resources. The effective management of current and future resources is an important theme in this course. Learning activities will help students make satisfying short- and long-term decisions. Standards and competencies address financial goal setting and strategies; household income, assets, and debt management; preventing and resolving financial difficulties; and use of public resources.

A general introductory course in health sciences that includes an overview and exploration of a variety of health careers in each of the five Health Care Career pathways. The National Health Science Standards are the core foundation of this course. For each career they study, students examine the main tasks and challenges of professionals in that career, the treatments they administer, and the interaction those professionals have with other professionals. Where possible, students do authentic hands-on work that a professional would do. Related mathematics and language arts standards will be reinforced. (limited to 180 hrs.)

Medical Terminology is a program designed to help learn health care language and vocabulary for accurately describing the human body and associated components, and processes in a science-based manner. It is to be used in the medical and health care fields. This systematic approach to word building and term comprehension is based on the concept of word roots, prefixes and suffixes.

A program that focuses on the organization, structure, function, and interactions of body systems as they explore identity, power, movement, protection, and homeostasis. (Aligns with Project Lead the Way course “Human Body Systems.”)

This course is designed to prepare students for employment with the entry level skills necessary for a home care aide (HCA) to assist clients with activities of daily living as well as instrumental activities of daily living. Working within home care agencies, assisted living facilities, adult family homes, and client homes; home care aides serve vulnerable adults who are elderly and/or individuals with disabilities. The content includes, but is not limited to, person-centered caregiving, safety habits, mobility, and client rights. Using the academic foundation of medical terminology, knowledge of the life sciences, and the Washington State Department of Social and Health Services (DSHS) training curriculum for home care aides, they will demonstrate technical skill competency in caregiving situations.

This AP level course focuses on the psychological study of health and illness, and recovery, from the perspective that these phenomena arise from a combination of physical, behavioral, and social conditions. Health/medical psychology focuses on promoting health as well as the prevention and treatment of disease and illness, with an emphasis on behavior and behavioral change. Includes instruction in abnormal and social psychology, psychophysiology, and psychopharmacology, learning processes, clinical and behavioral therapies, biopsychosocial modeling, clinical procedures and assessment, preventive education, psychotherapy, rehabilitation processes, and research methods. The course includes instruction in related principles of sociology, psychology and behavioral sciences.

This course will provide opportunities for students to make connections among various technologies, math and science, enabling them to demonstrate their understanding of standards and competencies used in this curriculum framework: ITEA (International Technology Education Association) Standards for Technological Literacy. The curriculum will include Project Based Learning opportunities exploring the Career Clusters offered through the SW Rural CTE Cooperative.

Bell Schedules

We have worked with our partner districts to coordinate bell schedules that will work best for the entire cooperative. Classes occur during normal school hours, integrated into a student’s normal learning schedule.

How to Register

How to Register

We are currently pre-registering students for the 2026-2027 school year. Follow these steps to enroll in a Rural CTE Cooperative course:

Step 1: Complete the Pre-Enrollment Form (DEADLINE: MAY 13, 2026)

Students or counselors start the process by filling out the Pre-Enrollment Form. Student/Counselor must be signed in with a school email to complete this form. Simply select the desired course(s) and provide the required information.

Step 2: School Notification & Approval

We will coordinate with the student’s school to ensure they meet the course enrollment requirements.

Step 3: Ocean Beach School District enrollment

We will guide the student/family through the Ocean Beach School District enrollment process and work with their school to finalize the student’s registration.

During the regular school day, classes will take place virtually via Zoom. Teachers operate from a remote location, delivering live instruction that demands collaboration and interaction, just like any other course.

Although students remain enrolled in their home districts, parents/guardians must complete a Student Choice Transfer for the class. For questions about how joining the Cooperative may impact finances, contact Vickei Hrdina at ESD 112.

Students attending remotely must follow Ocean Beach School District’s class schedule. For example, if the student’s remote Ocean Beach School District class runs from 2:25 to 3:15, but their high school’s class period is 2:15 to 3:05, the student must attend the remote/virtual class from 2:25 to 3:15 while at their high school.

Students are expected to actively participate in class, complete assignments, and meet with teachers while following Ocean Beach School District’s academic and attendance policies. Attendance and grades will be recorded and reported by Ocean Beach School District.

All classwork and homework will be submitted via Canvas. Once registered, students will receive an email from the host teacher, providing access to class materials.

We strongly recommend that students have a quiet, dedicated space away from other learners and classes to fully participate. Having a paraeducator or staff member available can help support engagement and troubleshoot tech issues. If cost is a barrier, please contact Cooperative leadership.

Every CTE course must provide students with the opportunity to join a Career & Technical Student Organization (CTSO) such as SkillsUSA, HOSA, FBLA, or WAFFA. These student-led, after-school clubs help students develop leadership and 21st-century skills while exploring career-aligned interests.
